Places to shoot western scene in Tempe/Phoenix/Mesa? ?

My boyfriend is a film student at Collins College in Tempe Arizona and he is looking for a location that looks old western style to shoot a 5 min. scene. The school is located on Priest and Broadway and they are hoping to find somewhere close to that because they only have one day and limited time to shoot. Also if any body happens to know what the building is that you can see from interstate 202 coming from phoenix into Tempe near the Priest exit (around the airport area) that is situated on a hill and is surrounded by cactus that looks like an old church that would be helpful because they may shoot there but they need to find out what it is to get permission.
